I remember reading it a while back. That man writes like no one else. It's about the morally conflicted character of Special Circumstances agent Zakalwe, right?

Yeah, Banks always has layers upon layers to his stories. Use of Weapons is no exception. He's writing about the trauma of war, sure, but also about personal identity and memory, about the futility of revenge and the price of heroism. But don't expect a happy ending. This is Banks after all.
